The Story of LEAP

The Lambeth Early Action Partnership (LEAP) ended in March 2025.
After 10 years of partnership and collaboration, LEAP drew to a planned closure. For activities and services available to you and your children, please visit Lambeth Start for Life and First Five Lambeth.

  • Lambeth Early Action Partnership (LEAP) was born from the energy and passion of Sure Start and Children’s Centres programmes in Lambeth.

    We were supported by the National Children’s Bureau charity and worked with a wide range of families, practitioners, and organisations across Lambeth.

    All of this was made possible thanks to National Lottery players and the A Better Start programme.

    A Better Start was a 10-year (2015-2025), £215-million programme set up by The National Lottery Community Fund: the largest community funder in the UK.

    The fund enabled LEAP to improve outcomes for pregnant women, babies and children and their families – and change the way services were commissioned and delivered, involving parents as equal partners.

  • It was a once in a lifetime opportunity.

    LEAP developed more than 20 local services to meet the needs of families through pregnancy and the early years of childhood.

    We worked with an energetic workforce who were dedicated to the provision of quality services and activities.

    LEAP listened to parents, communities, practitioners, and partners to create an environment of shared learning and mutual trust.

    We remained curious about how our programme impacted children, families, and communities.

    To understand this, we collected and analysed data and stories from across the LEAP partnership.

What did we learn?

Investing in place-based support for early years improves outcomes

What happened when parents and carers engaged with LEAP services? Their babies and children were 40% more likely to reach expected levels of development at two and a half. Their mental health and wellbeing improved by 12%. Parenting knowledge, skills, and behaviour improved by 5%. Furthermore, the greatest improvement was for those living in most disadvantaged areas.

Professionals need to have the resources and data to work together effectively

LEAP supported a wide range of practitioners to develop their holistic practice. We built capacity through multi-agency working; held regular local workforce gatherings; shared information; and helped build trust and shared understanding between partners through relational commissioning. This approach encouraged community workers and practitioners to collaborate with others, including families.

Success depends on a clear, coherent offer to practitioners and families

By working together, the LEAP partnership delivered family-centred care. Parents found the support they needed when they needed it. They had control over how and what they engaged in. They also built relationships with staff, volunteers, and other parents outside of formal services

Families should experience a seamless, holistic, and high-quality offer

An offer that addresses their needs from early years through to later life. One driven by collaboration, co-production, and strategic investment. We engaged families from all of the community. Our outreach and community engagement was an essential part of the programme’s success.

A connecting infrastructure is vital to bring services closer together and closer to families

Our backbone team ensured an integrated offer, delivered to a high standard. It supported collective endeavour and facilitated connections between families, communities and services.

    A nine-session parent education service that prepared families for the transition to parenthood.

    An eight-week group programme that helped parents to support their child’s emotional needs and enhance the parent-child relationship.

    Domestic Abuse Enhanced Caseworkers

    Enhanced casework support for local families who were at risk of or experiencing domestic abuse.

    Parent and Infant Relationship Ser-Vice (PAIRS)

    A specialist parent-infant relationship team that promoted responsive parenting through therapeutic interventions, including parent-infant psychotherapy and group-based sessions, and workforce development on infant mental health.

    Empowering Parents Empowering Communities

    Two eight-week programmes (Baby and Us and Being a Parent) led by trained parent facilitators that helped parents to develop their parenting skills and the quality of interactions with their child.

Evidence

I attended the Being a Parent course as it came highly recommended by a mum at the children’s centre and I was having a difficult time with my twins. The course really turned things around for me and my family. By the end, I had a better relationship with my twins and strategies to help me raise all of my 4 children. I then applied to become a Parent Group Leader as I believed in the course and wanted to help other parents in the same way I was helped.

    Enhanced Speech and Language Therapy

    An intensive programme of coaching and training for early years practitioners. Offered in settings and weekly drop-in groups for families. It supported the development of young children’s early communication skills.

    Raising Early Achievement in Literacy

    A structured programme of home visits and events that helped parents support their children’s early literacy. Plus, a four-session training course that worked on parental confidence in supporting early language and literacy.

Diet & Nutrition

What children eat in their early years, and how active they are, have a direct impact on their health and ability to learn and achieve. Yet most child nutrition interventions do not specifically focus on the early years. Healthy nutrition should be a priority, not only in the early years, but from pregnancy and even before.

Our partnership supports parents to make healthier choices in pregnancy and to breastfeed for longer. We make it easier for families with young children to access vegetables, cook together, exercise together and support each other as a community.

    Community Activity and Nutrition

    An eight-week service that supported pregnant women with a Body Mass Index (BMI) of 25 and over to change their dietary intake and physical activity.

    Breastfeeding Peer Support

    Support for local parents who required practical, emotional, and informational support with regards to breastfeeding.

    Leap into Healthy Living

    A local membership-organisation. Families learnt how to cook healthy meals, get access to healthy food through pantries, grow food, and take part in physical activity together.

    Oral Health Support Service

    A local Oral Health Service that worked with childcare settings and the early years workforce. Activities included supervised toothbrushing and oral health packs.

Maternity

Support during pregnancy and the early weeks after birth is key to giving families the best start in life. Experiences during pregnancy and early childhood closely inform outcomes in later life. The earliest opportunities for intervention occur within this period: pre-conception, pregnancy and the early weeks after birth. They lay the groundwork for a range of outcomes, including physical and mental health, cognitive development and academic attainment.

Our partnership provides midwifery continuity of care for pregnant women and birthing people living in the LEAP area. We support midwives to more consistently identify social complexities during pregnancy. We have demonstrated better birth outcomes for LEAP women and have worked with the Royal College of Midwives to launch a standardised tool for assessing social complexity in pregnancy.

    Caseload Midwifery

    A midwifery service that offered continuity of care by a small team throughout pregnancy, labour, birth, and the postnatal period.

I have been nurtured all the way through my pregnancy and the LEAP midwives have stepped up at every stage…the closer to birth, the more reassurance I required, the care came to meet my needs.
Growth

Community Engagement

It’s not just having somewhere to go with kids, or things to do with kids. It’s also developing confidence amongst the parents, and friendships as well.
I felt like I could trust my befriender, and I was able to open up to her. Having a reason to come out, not just about baby things, but meeting up with another adult, and integrating the children at the same time opened doors.

Evaluation and Research

We tested our services, studied what worked, and continuously adapted and refined to better meet the needs of local families. Services were provided with regular, comprehensive data reports on their delivery. You can read some of our analysis and evidence here.
